PSLF Form Rejection? How to Appeal in 2026

Why PSLF Forms Are Getting Rejected

The Public Service Loan Forgiveness (PSLF) program is notorious for its strict bureaucratic hurdles. Recently, there has been a massive spike in rejected Employment Certification Forms (ECFs). The most common reasons include mismatched Employer Identification Numbers (EINs), missing signatures, or the Department of Education suddenly reclassifying a nonprofit's eligibility status.

The Appeal Process

If you receive a rejection letter, do not panic. Follow this appeal strategy:

  1. Identify the Exact Error Code: Look closely at the letter. If it's a signature issue, you must submit a new form using the manual wet-signature process rather than DocuSign, which is often kicked back by the automated scanners.
  2. Submit a Reconsideration Request: Go to the PSLF Reconsideration portal on StudentAid.gov. Here, you can upload W-2s, pay stubs, and official letters from your HR department proving your employment dates and nonprofit status.
  3. Contact the Ombudsman: If your reconsideration is stalled for more than 90 days, escalate your case directly to the FSA Ombudsman Group. They have the authority to bypass the frontline servicers and manually review your file.

Consistency is key. Submit your forms annually rather than waiting for the 10-year mark to quickly catch these administrative errors.
